New Regulations for Residence Permit in Turkey: Cancellation of Conditional Entry (şartlı giriş)

What is Conditional Entry (şartlı giriş) and How Was It Used?
If a foreigner exceeded the visa-free stay period or was denied a residence permit, they could leave Turkey and return under şartlı giriş by paying a fine. This option was available only once. After re-entering, the person could apply for another type of residence permit within 10 days, signing a corresponding commitment upon entry. However, in February 2025, şartlı giriş was canceled .
Now, one must wait for the next visa-free period to return to Turkey.
Maximum Visa-Free Stay Periods for Different Countries:
Ukraine : Up to 90 days within every 180 days.
Russia : Up to 60 consecutive days; total stay must not exceed 90 days within 180 days.
Belarus : Up to 30 consecutive days; total stay must not exceed 90 days within a year.
Kazakhstan : Up to 30 consecutive days; total stay must not exceed 90 days within 180 days.
Citizens of the USA, Canada, Bahrain, UAE, Saudi Arabia, Oman : Up to 90 days within every 180 days.
Citizens of EU countries, Schengen Zone, the UK, and Ireland : Up to 90 days within every 180 days.
When entering Turkey, the passport must be valid for at least 120 days .
Health Insurance for Residence Permit Will Become More Expensive
Starting April 1, 2025 , new insurance limits will apply to Yabancı Sağlık Sigorta (YSS) policies, which are mandatory for obtaining a residence permit in Turkey:
Outpatient treatment : 15,000 TL (instead of 5,000 TL)
Inpatient treatment : 150,000 TL (instead of 50,000 TL)
This will lead to higher costs for residence permit insurance .
Policies with the new limits are not yet available. However, insurance policies with the old limits will not be accepted for residence permit applications starting from April 1.
Residence Permit Through Rental Property Is No Longer Guaranteed
Obtaining a residence permit through rental property, even in open districts, is not guaranteed anymore. To avoid residence permit rejection, a proven and effective option is purchasing real estate worth at least $200,000 USD in open districts .
