Dubai Real Estate Market: Record Share of Off-Plan Sales and Rising Villa Prices

According to the ValuStrat Price Index report for July 2025 by ValuStrat and data from the Dubai Land Department, Dubai’s residential property market continues to show steady growth.

In July 2025, the ValuStrat Index reached 224.1 points, up 1.5% from June and 23% higher compared to the same month last year. Villa prices rose to 296.9 points, while apartment prices reached 176.6 points (base value – January 2021, 100 points).

Villas saw a monthly increase of 1.8% and an annual growth of 27.9%. The highest yearly gains were recorded in Jumeirah Islands (+40.5%), Palm Jumeirah (+40%), The Meadows (+26.5%), and Emirates Hills (+26.1%). The smallest growth was in Mudon (+8.2%). On average, villa prices in Dubai are 185% above post-pandemic levels and 73% higher than the 2014 market peak.

Apartments increased by 1.1% month-on-month and 18.1% year-on-year. The strongest growth was seen in The Greens (+23.4%), Dubai Silicon Oasis (+23.1%), Dubailand Residence Complex (+25.5%), Palm Jumeirah (+21.8%), Remraam (+21.9%), and Town Square (+21.7%). The lowest growth rates were recorded in International City (+10.5%), as well as Business Bay and Discovery Gardens (+14.9%). Despite the increase, apartment prices remain 4% below the 2014 peak.

The off-plan market showed record activity: Oqood registrations surged 51.8% month-on-month and 72.9% year-on-year, accounting for 78.2% of all residential property transactions.

The secondary market also strengthened, with ready home sales rising by 16.7% month-on-month and 4.7% year-on-year.
