Dubai’s tourism sector continues its strong upward trajectory. In 2025, the emirate welcomed 19.59 million international overnight visitors — a 5% increase compared to the previous year. Average hotel occupancy exceeded 80%, reinforcing Dubai’s position as a year-round destination and one of the world’s fastest-growing tourism hubs.
Authorities attribute this success to the implementation of the D33 economic agenda, which aims to position Dubai among the world’s top three tourism hubs. Growth is driven by strong public-private partnerships and collaboration with more than 3,000 international partners.

Western Europe remained the largest source market with 4.1 million visitors (21% of total arrivals).
The GCC and MENA regions together accounted for 26% of total visitors.

Hotel Sector on the Rise
By the end of 2025, Dubai’s hotel inventory reached 154,264 rooms across 827 properties.
Average occupancy rose to 80.7%, while occupied room nights increased to 44.85 million.
The average daily rate grew by 8% to AED 579, and revenue per available room rose by 11%.
New landmark openings included Ciel Dubai Marina (billed as the world’s tallest hotel), Jumeirah Marsa Al Arab, and Mandarin Oriental Downtown.
Investment and Infrastructure
Hotels and tourism accounted for over 21% of total foreign direct investment inflows in the first half of 2025, ranking among the top five sectors.
Dubai International Airport (DXB) retained its position as the world’s busiest airport for international passengers for the 11th consecutive year.
