Can a foreigner buy an apartment in Türkiye?

Citizens of most countries worldwide (including Russia, Belarus, Kazakhstan, and Ukraine) are legally entitled to purchase residential and commercial real estate in Türkiye.

  • Simplified compliance: Unlike the EU, buyers are not required to disclose or prove the origin of funds when registering a transaction.

  • Speed: Property ownership registration takes between 3 and 7 business days.

  • Legal security: The only document confirming ownership is the TAPU — an official title deed issued from the state land registry, legally indisputable if properly оформed.

  • A tax identification number (Vergi Numarası) for foreigners can be obtained online or at the tax office in about 15 minutes.

Important: Foreigners are not allowed to purchase land plots larger than 30 hectares or property located in military or border zones.

Purchase procedure and payment methods

A transaction can be completed either with personal presence in Türkiye or remotely.

Remote purchase

You issue a power of attorney at a notary office in your home country (with apostille) or at a Turkish consulate. The authorized representative (lawyer or licensed agency) submits documents to the Land Registry Office.

Financial settlements

  • DAB certificate (Döviz Alım Belgesi): Mandatory since 2022. A foreign buyer must sell foreign currency (USD/EUR) to the Central Bank of Turkey via a local bank and obtain confirmation of TRY purchase equal to the cadastral value of the property.

  • Cryptocurrency: Many developers accept payments in USDT and assist with conversion to obtain the DAB certificate.

  • Installments: Most developers offer installment plans until construction completion with a down payment of 30–50%. Installments are also available for ready properties.

  • Mahmutlar: The most Russian-speaking district with high-rise buildings, strong infrastructure, banks, restaurants, two shopping malls, and two farmers’ markets.

  • Kargicak: Elite villas and low-rise complexes with panoramic sea views.

  • Demirtas: A promising developing area with clean sea, wide beaches, no mass tourism, and modern residential projects with large green spaces.
